RQ-3: BSNL modem, no back-up?

Of late the lights in the BSNL modem go off whenever power fails, and in the interim before DG power comes on, phone and broadband do not work. BSNL modem back-up doesn't seem to work when power fails.
Would anyone know why this should happen ?
